inappropriate substantive conclusions may be drawn from survey data
where the response rate is below 70%. We understand that no
statistical reporting or hypothesis testing techniques are valid
and that the degree of bias in the responses against the sample
frame is unknown in these cases. It appears that this information
collection may result in a response rate below 70%. The agency
should therefore consider including in its reports of the results
of this survey the response rate achieved and demographic
information (compared against census and ICI data) to demonstrate
biases, if any, which exist in the respondent pool and complete
surveys. In addition, should the response rate be too low, the
agency should consider refraining from citing specific numerical
results.

mutual fund owners which will gauge their understanding of mutual
fund fees and expenses.
