of information is approved under the conditions that the forms be
modified to be in compliance wilth all of the requirements of 5 CFR
1320.8(b)(3). Additionally, the burden disclosure statement on the
forms should be changed to remove the request that OMB recieve
comments. In its Federal Register notice of 1/15/97, OPM did not
explicitly solicit comment on the questions at 5 CFR 1320.8(d)(1).
The content of the agency's initial Federal Register notice--in
this case--was identical to that published concurrent to submission
to OMB.

OPM form 805 is used to elicit
information from applicants wishing to register to vote. Using the
information, the OPM examiner will determine voting eligibility
and, if the applicant is found to be eligible, the applicant's name
will be certified to State officials for addition to the official
voting lists. The voter eligibility is determined by State law
requirements. Without this information, eligible voters may be
denied their opportunity to vote.
