We note comments
received, dated May 1, 1997, concerning this ICR from the National
Association of Maritime Educators (NAME). The commentor offers some
23 comments on various aspects of the Official Logbook as well as
the Streamlined Inspection Program (SIP). We would appreciate
reviewing Coast Guard responses to this and other comments received
prior to taking final action on this request. We note,in
particular, point 21 in NAME's comments regarding the perceived
lumping of the official logbook and the SIP into one clearance.
Subject to Coast Guard responses, we would like to consider keeping
these separate and for Coast Guard to carefully consider public
comments and suggestions for improvement in the logbook prior to
expiration of this ICR in 1998.

Official logbooks identify all part of
the voyage of a vessel, which includes official number, port of
registry, net tonnage, name of master, nature of voyage of a
particular voyage, which includes drills and tests of vessel
equipment. As an alternative, owners can submit their own SIP
implementation plan in lieu of traditional inspections.
