demonstrate the utility continuing this quarterly caseload report
in light of planned efforts to develop performance-based indicators
for VR services. Without a clear relationship between this report,
the RS-911 (annual report), and forthcoming performance-based
measurements, this submission should be reevaluated for its
utility.

State VR agencies who administer
vocational rehabilitation programs provide key caseload indicator
data on this form, including numbers of persons who are applicants,
determined eligible/ineligible, waiting for services, and also
their program outcomes. This data is used for program planning,
management, budgeting, and general statistical purposes.
