This collection
is approved on the following conditions: (1) ACF continue to allow
grantees flexibility to determine the format in which to submit
reports. Note that ACF still may define terms as specified in the
information collection package. (2) ACF delete the requested data
(item 4) under the Assisted Household Long Form on the basis that
the information lacks practical utility. (3) ACF agrees to
resolicit comments on the use of poverty levels rather than income
levels and report the results to OMB by 5/98.

The data are needed to comply with
statutory requirements and congressional requests for data under
the Human Services Amendments of 1994 (Pub. L. 103-252). The data
will be included as part of the Department's annual LIHEAP report
to Congress. The data may be used as possible performance measures
under the Government Performance Results Act of 1993. The
respondents include States, direct-grant Indian tribes and tribal
organizations, and insular areas which receive LIHEAP grants from
the Department. The reports provide basic oversight data.
