This collection
is approved as amended per ED's revisions of 3/28/97, 4/3/97,
4/16/97, 4/17/97, 4/23/97, 4/23/97, and 4/30/97 and under the
following conditions: (1) ED agrees to revise the sample universe
of large urban school districts to include all districts that have
a locale code indicating a large central city and are among the 110
largest school districts in the country; (2) ED agrees that the
second district survey is covered under the Paperwork Reduction Act
and will make changes to the survey including adding the burden
statement, OMB number, and expiration date to meet the requirements
under the Act; (3) ED shall revise question (3) of the second
district survey to collect information on the district's desired
level for both class sizes and pupil/ teacher ratios, if used; (4)
ED shall collect information from school districts specifying in
what schools (e.g. elementary, middle, high school) overcrowding
exists, and shall collect similar information from private schools
to improve the utility of the information collected. In addition,
ED sponsored the collection of information from large urban school
districts through the Council of Great City Schools but never
received clearance under the Paperwork Reduction Act. This is a
violation of the PRA and ED will be cited for this violation in the
annual report on the Information Collection Budget (ICB).

This study is being conducted in
response to a congressional directive to conduct a feasibility
study outling the benefits of using private and parochial schools
as alternatives to alleviate the overcrowding in public schools and
barriers to using public school dollars for tuition reimbursement
(Conference Report for H.R. 3610, Report 104-863, September 28,
1996, p. 1060). The study is examining the extent of overcrowding
in urban public schools and the extent to which private schools in
these areas have spaces available that might be used to accommodate
students from overcrowded public schools. The study will also
