estimate taking into account the cost and time period placed on the
respondent for the required photo, and 3) an explanation of the
number of respondents. Furthermore, INS shall not collect the print
biometric (fingerprints) on this population because INS has not
demonstrated a sufficient need for the information or justified the
additional burden of collecting the information. INS has not
provided a compelling reason for why alternative biometric data
such as the required photograph are insufficient.

This form will be used to
electronically collect and submit information in a limited pilot
environment from nonimmigrant students attending schools in the
U.S. in order that INS can monitor the students' immigration status
and ensure that the students do not violate the condition imposed
by their nonimmigrant status while attending school.
