The FCC is
evaluating two potential mechanisms to establish new access rate
regimes. While the final nature of the mechanisms have not been
finalized, the FCC anticipates using some combination of a
market-based and/or imposed rate structure, depending upon the
nature of competition in the local services loop. The FCC has
permission to collect the information needed to establish either
mechanism. OMB strongly encourages the Commission to minimize the
number of new filings that firms must create in order to be
compliant with the rules adopted, particularly in the market-based
approach, allowing firms to use many of the filings they must
create in order to demonstrate that they meet the
Telecommunications Act of 1996 requirements for provision of
inter-LATA services within their operating regions.

In the NPRM in CC Docket No. 96-262,
Access Charge Reform, the Commission proposes, in reforming its
system of interstate access charges, to make its system compatible
with the pro-competitive deregulatory framework established by the
Telecommunications Act of 1996, in order that marketplace forces
can eliminate the need for price regulation. The Commission
proposes collections of information under one of two regulatory
frameworks, or some combination thereof. The NPRM also contains a
number of proposals that may require the filing of tariffs with the
Commission.
On behalf of this Federal agency, I certify that
