the comments of SBC filed on February 19, 1997 that the
parenthetical statements contained in the Service Category columns
of the draft filing should be clarified. The FCC can do so using
any mechnism it feels will be effective.

In the Report and Order issued in CC
Docket 96-149, the Commission adopts safeguards to govern Bell
Operating Companies entry into certain new markets. The Commission
has also issued a Further Notice of Proposed Rulemaking in this
proceeding to solicit additional comments on its proposed reporting
requirements for service intervals. This information being sought
will be used to implement certain provisions of the
Telecommunications Act of 1996.
