implementation. OMB requests an evaluation plan for these
information collection requirements by July 1, 1998. At a minimum,
the plan would address the concerns OMB staff have raised with the
DOT staff over the course of this review. See E-mail from Clarke to
Leach/Petrie/Marvich of 2/9/98. These concerns include (a.)
integration of systems and steps needed to ensure that the
information wil be effectively used and (b.) assessment of the
effects of this overall program on the Department's information
collection burden and information simplification efforts. The OMB
staff concerns are set forth in the above referenced E-mail and
provide background for the evaluation plan . We ask that between
now and July, the Department work with OMB staff to come up with a
satisfactory evaluation plan, continuing the discussions we have
had during this review.

The purpose of this NPRM is to require
U.S. and foreign air carriers to collect passenger manifest
information that can be promptly and adequately provided to U.S.
DOT or U.S. Dept. of State in the case of an aviation disaster on
select international flights.
