Policy and Rules Concerning

The collection
incorporates the FCC Second Report and Order on CC Docket 96-61
which implements detariffing requirements for nondominent
interexchange carriers. OMB revised the cost burden figures to
reflect the correct magnitude. OMB recommends that the FCC issue
some form of guidance as to what constitutes easy to understand and
timely cost information that would be made available to the public
in lieu of tariff information. OMB agrees that such information
should not include any data that is not currently provided in
tariff filings if possible.

The attached item eliminates the
requirement that nondominant interexchange carriers file tariffs
for interstate, domestic, interexchange telecommunications
services. In order to facilitate enforcement of such carriers'
statutory obligation to geographically average and intergrate their
rates and to make it easier for customers to compare carriers'
service offerings, the attached order requires affected carriers to
maintain and to make available to the public in at least one
location information concerning their rates, terms, and conditions
for all of their interstate, domestic, interexchange
services.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
