This information collection is approved through 11-96 as revised through the 10-10 and 10-24 memorandums from ACF and under the following conditions: OMB is approving the two random assignment evaluations of the FAST and PACE programs. OMB notes that ACF is limiting its study of the other five sites to a review of existing extant data. Although OMB recognizes the difficulties inherent in evaluating diverse and fluid Family Support programs, we do not believe that the overall research design submitted is sufficient to meet the statutory requirement to evaluate Federal, State and/or local Family Support programs. Therefore, by May, 1997 ACF will submit a strategy to evaluate the impact of Family Support programs. In particular, this strategy should examine the use and impact of Federal funds at the local level. We recommend that ACF use the typology already constructed and the information on programs collected in the Implementation Study (0970-0137) to identify different types of Family Support programs and conduct random assignment evaluations across those types.

The purpose of this project is to describe the characteristics of and the variation in family support programs and to supply information about their effectiveness. The information will be used to prepare a report to Congress as required under P.L. 103-66. Respondents will include family members, children, teachers, and staff members in family support programs.
