33 U.S.C. 1901-1911 requires that
Marpol 73/78 requirements be implemented in U.S. regulations.
International oil pollution prevention (IOPP) certificate is used
to ensure and document compliance of Marpol 73/38 and 33 CFR 151
and 155. Ships will suffer restrictions of international voyages if
they do not hold a current IOPP certificate.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
