Vessels and units engaged in Outer
Continental Shelf activities (exploration and exploitation of
offshore resources such as gas and oil) must be manned and crewed
by U.S. citizens or permanent resident aliens (43 U.S.C. 1356).
Employers are required by 33 CFR 141.35 to maintain records
demonstrating compliance. The records are used by the Coast Guard
for law enforcement.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
