This collection
is approved as amended for one year and remains approved in concept
for three years. No later than April 15, 1997, ED shall provide OMB
a detailed analysis assessing the validity, reliability, and
utility of the individual questions included in the survey
instrument; report on the response rates achieved; and identify the
reported burden placed on local partnerships as well as individual
schools in completing the survey. If the Department does not
demonstrate convincingly that the survey instrument does not place
an undue burden on both local partnerships and schools, then the
Department shall revise and resubmit the package using a sample
methodology of local partnerships. Also, if any changes to the
instrument are needed based on the analysis of the instrument, ED
agrees that it will resubmit the package to OMB. The revisions to
the package are as agreed to with OMB per ED's memo of 9/19/96 with
one exception. The question ED agreed to add regarding the burden
placed on individual schools should be amended as follows: On
average, how many hours did it take staff to gather the necessary
information and complete the Data Aid checklish in each high school
that provided information for your response? In addition, the
School-to-Work Office shall send in the Progress Report
questionaire immediately for review under the Paperwork Reduction
Act. Finally, this request is the second component of a
multi-pronged evaluation strategy that, in sum, will produce the
national evaluation required by the School-To-Work legislation. To
achieve the objectives of the statute, ED, DOL, and the
School-To-Work Office will submit a plan with a schedule to conduct
these activities as soon as possible but no later than April 1997
when ED submits its analysis of the evaluation results to OMB. This
is an extension of the previous deadline set by OMB under an
earlier submission (1810-0588). If such a plan is not submitted by
that date, these terms of clearance will be consider to be violated
and approval for this collection will not extend beyond the first
year (as specified above). To seek approval for the final two
years, ED will have to resubmit the package to OMB, meeting the
full requirements under the PRA, along with the impact evaluation
plan.

The STW Opportunities Act of 1994
directs the Secretaries of Education and Labor to evaluate progress
made by States and local communities in establishing systems to
promote effective school-to-work transitions. Information will be
collected through surveys of local STW partnerships, case studies,
and surveys of high school seniors. This submission seeks clearance
for surveys of local STW partnerships and an 18-month follow-up
student survey. Data collected will be used in reports to Congress
and to others interested in school-to-work programs.
