soon as practicable, a formal (60 day) notice in the Federal
Register soliciting public comment that includes an explanation and
justification of NATAP, an estimate of burden based on experience
with the prototype, and the results of the independent evaluation.
Furthermore, should Treasury request that OMB extend this
clearance, the submission should include (1) a complete listing of
the data elements required by NAFTA, distinguishing between those
that are mandatory and optional; (2) a plan to implement the
International Trade Date System that incorporates the results and
evaluation of NATAP, as well as identifies the agencies that will
participate, their data needs, and a central collection agency to
be designated by OMB under 44 USC 3509; and (3) the projected
reduction in information collection burden resulting from the
automation of commercial data.

United States, Canada, and Mexico to improve the electonic exchange
of data in the execution of North American land border commercial
trade transactions.
