Department that paperwork packages associated with proposed rules
must be submitted to OMB on or before the dat e of publication of
the proposed rule. FAS is also instructed to review the proper
format for preamble language soliciting public comment. While
approving this collection of information, OMB remains skeptical of
its practical utility. Upon the three year exten- sion or revision
of the sunflower-related portion of this docket, the agency shall
provide to OMB additional analysis demonstrating the practical
utility of the sunflower data.

The Agricultural Trade Act of 1978
requires mandatory reporting by all export sellers of selected U.S.
produced agricultural commodities. The published data is an "early
warning" of sales activity and provides basis for more informed
decisions by producers, exporters, futures market participants
consumers, and government. The respondents include any person or
company who sells a reportable commodity to a foreign
buyer.
