This NSPS affects owners and operators of automobile and light duty truck surface coating operations. Owners and operators must conduct initial performance tests and must monitor VOC emissions and incineration temperatures. If a capture system and a control device are not used, then the monthly volume weighted average mass of VOC emitted per volume of applied coating solids must be determined.
