Section 479 of title IV-E of the
Social Security Act directs States to establish and implement an
adoption and foster care reporting system. The purpose of the data
collected is to inform State/Federal policy decisions, program
management, and respond to congressional and Department inquiries.
Specifically, the data is used for short/long-term budget
projections, trend analysis, target areas for improved technical
assistance, and the basis for policy/legislative changes. The data
will enable policymakers to assess the reasons why children are in
foster care and develop remedies to prevent it.

the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
