Because the
application reporting requirements in this rule- making are very
detailed and extensive, OMB does not approve these requirements at
this time, pending further analysis of all comments received during
the proposed rule's 60-day comment period. The VA should resubmit
the final rule requirements for OMB clearance. In addition, OMB
notes that it is unable to act on the application forms in this
submission, since the proposed rule's Paperwork Act notice only
referenced sections of the rule and not the supporting application
forms. If the VA intends to receive PRA clearance under the same
approval number for both the rule requirements and forms, the next
Federal Register notice should clearly describe all components of
the clearance request.

The forms will be used by public and
nonprofit entities to apply for Federal aid to establish supportive
services or supportive housing that benefit homeless veterans. The
information will be used to determine the most qualified to receive
grant and/or per diem payments.
