Abstract: An operations manual is required for waterfront facilities that will be transferring bulk oil or hazardous materials to or from vessels. The manual establishes procedures for facility personnel to follow when conducting the transfer and in the event of a spill. The manual is reviewed by the Coast Guard to ensure proper and safe procedures are followed. Respondents are the owners and operators of regulated waterfront failities.
