EPA should
provide to OMB by Nov 1, 1996 an estimate of the total annualized
capital costs and total annual operating and maintenance costs
associated with the monitoring requirements for this information
collection, in accordance with 5 CFR 1320.3 (b)(1) which defines
burden to include "total time, effort, or financial resources
expended...including...developing, acquiring, installing and
utilizing technology and systems for the purpose of collecting,
validating, and verifying information."_These estimates should be
provided on an Information Change Worksheet. EPA has indicated that
the deadline of Nov 1 should be sufficient time to obtain estimates
for these costs.

This regulation requires
owners/operators of kraft pulp mills to submit initial
notification, performance test results, and semiannual reports, and
to maintain daily records of total re- duced sulfur and oxygen
concentrations. The infrmation provided enable EPA to verify
compliance with Federal air emission limits, designed to safeguard
human health and the environment.
