The attached item addresses provisions
in the Telecommunications Act of 1996 that are intended to foster
development of competition in the provision of local service. Bell
Operating Companies ("BOCs") must supplement their current
Comparably Efficient Interconnection ("CEI") filings with
descriptions of how they are complying with CEI equal access
parameters with regard to pay phones. This will ensure that the
BOCs do not discriminate in favor of its own pay phones.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
