FCC to consider points D and E of WorldCom's comments filed in the
NPRM Docket 96-210, specifically those related to Section 25.137 of
the proposed rules. Additionally, OMB believes the comments of TMI
Communications regarding receive-only mobile earth station terminal
licensing may also have merit.

The information collected will be used
to determine whether to authorize a U.S. licensed earth station to
communicate with a non-U.S. satellite system. The information
collection will help determine whether the non-U.S. satellite
system is legally, financially, and technically capable of serving
the U.S. market and whether it is in the public interest to allow
the system to do so. The respondents are earth station operators or
licensees and other satellite service providers.
On behalf of this Federal agency, I certify that
