As discussed with SSA, the Agency will immediately submit an
explanation as to why only 50 percent of beneficiaries are using
the Modernized Claim System, and what SSA is doing to encourage
more beneficiaries to use it. Upon submission on 3-98, SSA will
report on the progress in this area and the percentage of
beneficiaries that are using the MCS to complete this form
electronically.

The information collected is used by
SSA to determine if an individual's social security benefit should
be reduced because of his or her receipt of a Government pension.
The respondents are claimants for social security benefits who
receive, or are qualified to receive, a Government
pension.
