This collection
is approved on the following conditions: 1) Since the relationships
on which the model is based may change over time, this or any
similar model should be recalibrated using the best available
information and methods before this proposal is submitted for
future actions (e.g., within 3 years); 2) The instrument must be
modified so as to omit the low reliability questions numbered
53-55, but to retain questions currently numbered 56-58; We also
note that the Rasch model that the agency employs to analyse the
data is inherently incapable of providing any empirical basis for
the categorical distinctions the agency wishes to impose. The
categorization of responses into Food- insecure Households with
Hunger Not Evident, Households with resource-constrained hunger
evident for adult member(s) (food- insecure level II), and
Households with resource-constrained hunger evident for child(ren)
and/or adult(s) (food-insecure level III) is not supported by the
Rasch Model-based analysis or any other rigorous analysis the
agency has presented to this point. We understand that the agency
plans future analysis to try to determine whether the underlying
variable of food- insecurity is continuous or discrete. Depending
on the outcome of that analysis, in the future there may be
empirical grounds for such categorical distinctions.

This supplement will collect data on
household food expenditures, food assistance, and food adequacy
that will allow FCS to measure and analyze the extent of food
insecurity and hunger in the U.S.
