Section 710 of P.L. 95-87 provides for
the regulation of surface coal mining operations on Indian lands.
Operators who propose to conduct surface coal mining and
reclamation operations on Indian lands must comply with the
permitting and approval requirements of part 750, which supplements
the regulatory program by specifying addtitional requiremients
unique to Indian lands and outside the scope of the regulatory
program.
On behalf of this Federal agency, I certify that
