accurate and comprehensive Registry of claimants and claims against
Iraq by U.S. nationals for losses and damages outside jurisdiction
of the UN Compensation Commission, Geneva, Switzerland, in
preparation for adjudication by the FCSC once authorizing
legislation is enacted.
