OMB does not
approve this package. OMB is concerned that the reporting and
recordkeeping requirements in NPRM may be overly burdensome and
wishes to allow the private sector the opportunity to fully
consider the mammography proposal. When the paperwork package is
re-submitted for OMB approval at the final rule stage, the agency
will directly address OMB's concerns and any public comments
received on these issues in the preamble of the rule and in the
paperwork submission package.

These proposed rules implement the
Mammography Quality Standards Act of 1992. The intent of these
proposed rules is to assure safe, reliable, and accurate
mammography on a nationwide level.
On behalf of this Federal agency, I certify that
