OMB strongly
supports the FCC's efforts and makes the following recommendations:
a) that the Commission adopt ALLTEL's comment suggesting that the
word -- annual -- be added to the revised language for section
65.500(b); b) that the FCC conduct a rulemaking to address filing
requirements associated with the ARMIS and CAMS reporting
thresholds or to change these administratively if possible; and, c)
consider ALLTEL's suggestion that the annual access tariff filing
periods be modified to coincide with the periods covered by the
interstate rate of return monitoring reports. The FCC has
permission to implement the specific filing changes contained in
this NPRM and will work with OMB on documenting changes to specific
collections that have already been approved by OMB. The FCC will
submit this collection for review by OMB should any rules change
substantively when the rule is issued as final.

The Commission proposes to eliminate
13 reporting requirements and to reduce the frequency of 6
reporting requirements variously applicable to regional Bell
operating companies, other local telephone companies, record
carriers, AT&T, and Sprint. The information received will be
used to assist the Federal Communications Commission in performing
its public oversight duties.
