follow EPA should make appropriate revisions to the section
concerning small entity flexibility to make it clear that the fact
that a firm is voluntarily in a particular line of business does
not mean that there is no burden associated with requirements
imposed on activities in that line of business.

The data is needed to ensure PCB/PCB
items are directed to facilities that are authorized to handle the
waste, adequate disposal capacity exists nationwide, and
environmental releases are managed properly. Respondents include
PCB waste importers; e.g., owners of PCB storage and disposal
facilities and chemical analysis labs. Data will be used to ensure
no unreasonable risk of injury to health and the environment will
occur and will be made available to EPA regional inspectors or
their agents for compliance purposes.
