rulemaking. In conjuction with the final rulemaking, the agency
shall review the information requirementsfor the risk assessment,
both quantative and qualitative, and include a more clear
justification of how the agency will assess risk based upon the
information. In addition, should the agency adopt the optio n for
countries to submit a risk assessment to the agency, the in
formation collction should reflect this option; what should be in
cluded in the risk assessment, a description of how the agency wi
ll evaluate the risk assessments, and the burden assoicated with
the information.

Under our current regulations,
restrictions on the importation of animals are based on whether a
particular disease exists in any of the foreign countries. We are
now purposing to revise regulations to establish importation
criteria for certain animals based on the level of disease risk in
specified geographic regions, not countries. The new information
collections will enable APHIS to accurately monitor the health
status of regions and the movement of animals from those regions
into the U.S.
On behalf of this Federal agency, I certify that
