OMB notes that
NCUA did not publish a notice in the Federal Register 60 days prior
to submission of this request to OMB as required by the 1995 PRA,
but did publish detailed requirements for applications in
regulations published in the Federal Register on April 23, 1993.
Since a copy of the regulations will accompany the applications,
the intent of the PRA for public has been met. This collection has
been approved for one year to enable NCUA to obtain public comment
on changes suggested by experience with the initial operation of
the program. Also, NCUA should submit an estimate of the dollar
costs in excess of the burden hours required for submission of an
application. The agency public comment period should be used to
obtain comment on costs to the public.

NCUA requests this information from
credit unions to ensure that the funds are distributed to ain in
providing member services and in enhancing the operation of the
credit union. The respondents are financial institutions which
serve specific membership groups.
