This ICR is
approved on an emergency basis according to 5 CFR 1320.13 for 90
days. The agency should follow the procedures outlined in 5 CFR
1320.10 to request longer term approval from OMB. As part of that
process the agency shall consult with the affected public on the
burden estimate including the time per response (1/2 hour) and
whether the number of respondents adequately includes the burden to
first tier subcontractors.

toxic chemical release reporting requirements cited in E.O. 12969
of August 8, 1995, "Federal Acquisition and Community
Right-to-Know" and, if awarded a contract, shall notify the
