Proposed regulations at 43 CFR 3170
encourage the development of coalbed methane (CBM) in certain
States where conflict over ownership of CBM exists. They establish
procedures to: Space wells; pool conflicting interests; escrow
costs/proceeds attributable to conflicting interests; permit
drilling, stimulation, and abandonment of CBM wells; and provide
affected parties with notice and the opportunity to object.
Applicants submit information to BLM to demonstrate prudent
development of CBM while preserving the mineability of coal
seams.
