This collection
is approved for nine months. As a criminal investigative agency
with additional, unique counter- intelligence and counter-terrorism
missions, the Federal Bureau of Investigation has special
requirements for assuring the reliability and trustworthiness of
its employees. These requirements need to be reviewed in view of
the new common investigative standards and adjudicative guidelines
for dtermining access to classified inforamtion being developed
pursuant to Executive Order No. 12968. The nine month approval will
permit the Bureau to continue its present hiring process unitl the
new standards are available.

The FBI's application for Employment
form, Form FD-140, is used by the FBI to collect pertinent
background information on all applicants for FBI positions. This
form is used in lieu of the Standard Form 86 because all FBI
employees have special sensitive positions and require Top Secret
security clearances, and the FD-140 addresses suitability as well
as security concerns beyond the scope of the SF-86.
