This collection
of information is approved through September of 1996 to allow EPA
to finalize the proposed modifications to the Title V program. In
addition to the issues associated with these revisions, EPA should
examine the extent to which general permits are in use in State
programs (This ICR assumes 37% of the sources are covered by
general permits).

permits program consolidates all applicable requirements of Clean
Air Act for subject sources into federally-enforceable permit EPA
issues program regulations, and provides oversight. State/local
agencies implement program and air pollution sources apply for and
obtain operating permits.
