amended by ED's memoranda to OMB of 5/18/95 and 5/25/95. ED will
explore the feasibility of conducting a follow-up component that
would collect financial aid transcripts for sampled students with
minimal burden to institutions, and will forward a request to
conduct this component as an addendum to this clearance package. In
addition, ED will add a sample of 300 1993-94 Pell recipients as a
comparison group for the survey of Pell applicants; the comparison
group will be asked a reduced scale survey relevant to drawing
inferences about the relationship between student behavior and Pell
receipt. ED will forward plans for this add-on as soon as possible
as an addendum to this clearnce package, including a basic sample
design and identification of relevant survey questions.

PASSAGE OF 1992 HIGHER EDUCATION AMENDMENTS ON (1) THE EDUCATIONAL
BEHAVIOR OF POSTSECONDARY STUDENTS, PARTICULARLY THOSE WHO
EXPERIENCED DECREASED PELL GRANT ELIGIBILITY AS A RESULT OF THE
RULE CHANGE, AND (2) THE REASONS WHY PELL APPLICANTS WITH AN
ELIGIBLE PGI NEVER USE THEIR AWARDS.
