In addition, ED has agreed to meet the following conditions to
ensure that the study has practical utility: -- This validation
study is limited in scope to validating the expectations of
teachers who were involved in the process of establishing
achievement levels. No conclusions based only on findings from this
study shall be reached as to whether the achivement levels
represent expectations for student performance beyond those of the
participating teachers. -- ED shall conduct additional studies to
assess validation of the achievement levels, including a booklet
classification study and a survey of NAEP consumers that will be
submitted for PRA review. Clearance is conditional on completion of
these studies as well, and all published reports and analyses
resulting from these efforts will be based on a reasonable
correlation across studies as to the validity of the levels. -- As
ED has indicated, training for panelists on the booklet
classification study will be procedural, and will not seek to
direct panelists toward particular assumptions regarding the
relationship of student performance to the achievement levels.

A VALIDATION RESEARCH STUDY FOR
ACHIEVEMENT LEVELS IN GEOGRAPHY AND U.S. HISTORY USED IN THE 1994
NATIONAL ASSESSMENT OF EDUCATION PROGRESS. APPROXIMATELY 3500
EIGHTH GRADE STUDENTS, THEIR HISTORY/GEOGRAPHY TEACHERS, AND THEIR
SCHOOL PRINCIPALS WILL BE INCLUDED IN THIS STUDY.
