THE PIR IS A HEAD START SELF-REPORTING
INSTRUMENT. THE PURPOSE IS TO GATHER PERFORMANCE AND DESCRIPTIVE
DATA ON HEAD START PROGRAMS TO PERMIT BETTER MANAGEMENT OF THESE
PROGRAMS. DATA GATHERED IS ALSO USED TO PROVIDE STATISTICAL
DESCRIPTION OF THE CHILDREN AND FAMILIES SERVED BY HEAD
START.
