These
institutional surveys, the first phase of the Direct Loan
evaluation, are approved as amended by ED's 2/23/95 memorandum to
OMB. As ED has agreed, approval for the full evaluation is not part
of this action; the central evaluation activities will be part of
ED's next clearance request, including the borrower surveys, cost
analysis, institutional case studies, and Federal interviews. --
Burden for these institutional surveys has been increased slightly
due to the inclusion of HBCUs with certainty in the sample. -- ED
will collect more detailed cost information during the case
studies, although these data will not be generalizable. --
Comparisons between the Direct and FFEL program shall include the
caveat that FFEL estimates are averages across guaranty agencies,
which often vary in their procedural requirements on borrowers and
lenders.
