Abstract: This study responds to a mandate from Congress to evaluate the effectiveness of Follow Through, with particular attention to the program's performance in schoolwide and non-schoolwide Chapter 1 settings. The study also responds to a congressional requirement to develop performance indicators for Federal programs.
