amended by ED's 3/22/95 memorandum to OMB. ED has agreed to remove
the human subjects langauge from this application, since the
Department has not finalized its policy in this area. ED has also
agreed to collect progress reports semi- annually rather than
quarterly. Last, clearance is conditional on ED requiring grantees
to compile and research papers and list all other research
activities resulting from the grant, and make this listing
available to the public including publication in limited numbers
where appropriate; ED and the grantee may arrange the details of
this effort as part of the grant negotiations. This will maximize
the usefulness of the data resulting from this collection.

THIS COLLECTION OF INFORMATION IS
NECESSARY IN ORDER TO ALLOW INSTITUTIONS OF HIGHER EDUCATION AND
OTHER ELIGIBLE PARTIES TO PRESENT PROPOSALS FOR AWARDS FOR RESEARCH
AND DEVLEOPMENT CENTERS IN GIFTED AND TALENTED EDUCATION AND OTHER
