Abstract: REGULATION PROMULGATES THE POLICIES AND PROCEDURES TO PROVIDE GRANTS TO PRIVATE AND PUBLIC NONPROFIT ORGANIZATIONS TO FINANCE AND FACILITATE THE DEVELOPMENT OF SMALL AND EMERGING BUSINESS ENTERPRISES IN RURAL AREAS. GRANTS ARE ALSO MADE AVAILABLE TO STATE-WIDE PRIVATE, NONPROFIT, PUBLIC TELEVISION SYSTEMS TO PROVIDE INFORMATION ON AGRICULTURE AND OTHER ISSUES OF IMPORTANCE TO FARMERS AND OTHER RURAL RESIDENTS.
