that the conditions of clearance provided for this package were not
followed, nor did NSF follow up in a timely fashion to explain why
they were not followed. Approval for collection of information
through the form from unsuccessful applicants, and for the
follow-up form as a whole, is conditioned that if NSF commences a
long-term impact study of the YSP -- which we support -- this
portion of the clearance shall no longer be valid (since the two
activities would be duplicative).

NSF needs this information to
establish baseline data on its Young Scholars Program. This will
allow for the assessment of program impact after enough time has
elapsed to allow for observable results, including the influence of
participation on career selection. The affected individuals are
students in the projects.
