EPA shall
consult with states to ascertain its burden estimates prior to
submitting this information collection request for renewal. In this
supporting statement, EPA estimates that an RI/FS will cost only
$150,000. However, in other superfund cost analyses, EPA has
estimated that a typical RI/FS costs greater than $3 million per
site. EPA should either revise its estimate or explain why
state-lead sites are systematically different from EPA- or PRP-Lead
sites.
