THE CENSUS BUREAU HAS DEVELOPED THE
INTEGRATED COVERAGE MEASUREMENT (ICM) APPROACH FOR MEASURING
COVERAGE. THE INDEPENDENT LISTING IS ONE PART OF THIS EFFORT. IT
SUPPORTS ONE OF THE 1995 TEST'S OBJECTIVE--TH USE OF SAMPLING AND
STATISTICAL ESTIMATES TO REDUCE THE DIFFERENTIAL UNDERCOUNT AND
CENSUS COSTS. THIS OPERATION REQUIRES RESPONDENT IN TH ICM SAMPLE
BLOCKS TO PROVIDE INFORMATION ABOUT THEIR PHYSICAL
LOCATION
