Department of the Navy recognizes that non-response bias cannot
always be correct through statistical control and to the extent
that such non-response bias is identified any reporting of the
evaluation results should indicate such findings as a caveat to the
analysis. This is particularly important when using control sites
tha have the potential for significant differences.
