This proposed
ICR for the TSCA Section 6 Fishing Sinker Rule is approved for one
hour. EPA should use an Inventory Correction Workshe to amend the
burden hours before the final rule is promulgated. If there are any
substantive changes to the ICR it should be submitted to OMB for
review.

THE PROPOSED RULEMAKING WOULD IMPOSE
RECORDKEEPING REQUIREMENTS ON MANUFACTURERS AND PROCESSORS THAT
EXPORT LEAD- AND ZINC-CONTAINING FISHING SINKERS UNDER 1 INCH IN
ANY DIMENSION. THIS IS NECESSARY TO ENSURE THAT THOSE FISHING
SINKERS SUBJECT TO THE RULE ARE BEING MANUFACTURED AND PROCESSED
SOLELY FOR EXPORT. THE RECORDKEEPING INFORMATION WILL BE USED BY
EPA FOR COMPLIANCE PURPOSES.
