amended by ED's 6/22/94 memorandum to OMB. ED's request t have
States submit only parts of the State Plan that have changed from
the previous submission or that have not previously been accepted
by OSEP is not approved by OMB. The utility of a fragmented plan
would b poor for both States preparing the Plan and ED in reviewing
the Plan, since a review of the changes only would not ensure a
complete review the State's program every three years. OMB endorses
an instruction fr ED to have States highlight parts of the Plan
that have changed; in addition, as ED moves to electronic
submission of plans, States will b able to easily revise the entire
Plan and inidicate which parts have changed through flags in the
electronic submission. OMB encourages ED to increase electronic
reporting of these data.
